Lottery Commission Profiles


The Lottery Commission serves as an advisory board to the Lottery Agency.  The Commission consists of five members appointed by the Governor with the advice and consent of the Senate.  The term of a member is four years.
 

   
Stanley S. Fine
Chairman

Stanley S. Fine is a partner at the Baltimore law firm of Rosenberg | Martin | Greenberg, LLP, concentrating in real estate development.  He joined the firm after serving as a partner in another Baltimore law firm and as a sole practitioner.  A graduate of The Johns Hopkins University and the University of Maryland Law School, Stanley was admitted to the Maryland Bar in July 1969. Stanley has also taught at the University of Baltimore School of Public Administration and served as a member of the United States Coast Guard Reserve.

In addition to a prominent background in law, Stanley has been active in the lottery industry. He has held positions including Director and Chief Deputy Director of the Maryland Lottery (1973-1978) and has more than a decade of experience serving as a lottery consultant.

Stanley has also been involved with a variety of associations including The Ronald McDonald House, Mt. Washington Improvement Association, Baltimore City Planning Commission, National Association of State Lotteries, and Board of Review for the State Department of Natural Resources.

 

   
   
E. Randolph Marriner

In 2005, Randy retired from a successful career in advertising, where he was the Chairman and CEO of Marriner Marketing Communications, a company that he founded in 1989. The firm, with capitalized billings in excess of $50,000,000 and headquartered in Columbia, provided a broad range of marketing communications services to the food and hospitality industries.

Leaving Marriner Marketing to create new opportunities, today he serves as CEO of Marriner Enterprises, a diversified operating company focusing on real estate investment, development and property management, restaurant investment and development, interior design and landscape consulting, and commercial electricity supply brokerage.

Randy became an active volunteer in the Cystic Fibrosis Foundation, Maryland Chapter over 25 years ago.  He currently is in his eighteenth year on the Board of Directors, where he served as President in 1993, and now Chairs the Executive Committee.
 

   
   
Bruce L. Reeder

Bruce Reeder served in the Army during WW II.  He completed graduate studies at Georgetown in Statistical Analysis, achieved four international patents while at the Airpax Corporation, and retired after 35 years as Marketing Director.

He has served several terms as Frederick County Commissioner, Maryland Counties Representative to the Heritage Areas Authority and Director for Daybreak Adult Daycare Services.

 

 

 

   
   
Matthew Thomas

Matthew is currently a manager in the Environmental Resources Department of Prince George’s County where he runs the County’s Business License section. A retired 28-year veteran of the United States Army and Navy, active duty and reserves, he is also a retired firefighter and medic with a degree in Public Administration.

In addition to his position as manager for Prince Georges’s County, Matthew is also President of Matthew Thomas & Associates Consulting and Vice President for the National Philippine Cultural Foundation, headquartered in Fort Washington, Maryland.





 

   
   
George M. Wagner


George M. Wagner is Vice President and C.O.O. of H & M Wagner & Sons, a wholesale distribution company of restaurant supplies in a four state area including Washington, D.C.  He began his career distributing Poultry and Eggs in 1962.

Mr. Wagner has served on the Board of Directors at Unipro Purchasing Group and presently is on the Unipro Executive Committee.
